The condition of a stalemate between the Senate and the House creates the exception, according to the previous rules. In such a case, any Representative was permitted to bring a “privileged” motion to pass the Senate version as law, and there was no mechanism to block such a vote. If that rule were still in place, we likely would not be having this conversation. ---

Check your sources next time please. ---
