My thought is that the tendency toward notable swings within responses (e.g. 5, 5, 1, 5, 2) indicates you’ve not accurately created questions and answers that are indicative of the views you specified (i.e. a person with a strong “libertarian” orientation might not automatically result in 5, 5, 5, 5, 5, 5…)
