Not necessarily. Jeff has said, for instance, that Colton will never return.

The villains who have returned have all been people who have used their villainy as part of their game strategy – Russell, Johnny Fairplay. Abi’s just socially tone-deaf – I’m sure someone will correct me immediately if I’m wrong about this, but I don’t think anyone in this category has been brought back.
