Russell stole Jaison’s socks & burned them. Hardly what I’d call “cheating” though, and its a rule that’s been violated before & since without on-screen implications. Sandra tossed Russell’s hat in the fire in Heroes vs. Villains, and they let her keep the million bucks. ---

How do we know stealing is against the rules? It looks to me like it isn’t, since a lot of it seems to happen with no penalty. ---
