Tell me about Phoenix Command (roleplaying system)

I’m currently planning out a tabletop game that’s intended to be by and for mechanics nuts: most of the players prefer planning out extremely complicated strategies, executing them, and improvising when things go wrong over roleplaying the same. As such, I’ve been looking for a complex, fairly sturdy system to build a campaign on. I’m currently thinking of a comedy/action blend that revolves around dropping modern mercenaries in various historical situations, where they would have to face a blend of period bad guys and enemy time travelers with pimped out modern equipment.

I acknowledge that there probably isn’t a system that features well-written rules for both modern and ancient battle, but I’ve heard some promising things about Phoenix Command and it’s utility in modern settings. It sounds fun, but I’d kind of like to hear what experiences other people have had with it, to decide whether I should try it out or stick with the tried and true medley of D20 modules.
