By primarily christian countries, it is still a Christian philosophy. At an international law level it is semi-codified in the UN charter but never really followed. E.G. the second gulf war and Afghanistan did not fit the criteria. In this context it is only useful to justify an actor observer bias. It is great justification to commit the ultimate attribution error against both warring parties.
