In war…it is general thought that you cannot just sit back and defend. You need to patrol, probe etc to keep the enemy off balance and so he cannot rest completely…cannot plan easily. Britain had the mobility advantage of the seas and wished to do like they did in the Napoleanic Wars.
It was a sound idea.
It failed miserably.
You can’t really fault the British for trying IMHO.
