It’s definitely just spite. They never offered Fred any deal; he just said it freely.

Of course, I’m not sure why the Canadians just took Fred’s word for it. Even though we know it happened, it seems like they’d want to question Serena about it first before arresting her for it.

I thought Fred ratted on Serena to poison the well on any testimony she might give against him, as well as out of spite.
