It is suspected that in many vehicle shooting cases, the subject driver was attempting to flee from the agents who intentionally put themselves into the exit path of the vehicle, thereby exposing themselves to additional risk and creating justification for the use of deadly force.”
I know it is not ICE and is from 10 years ago but it does show that it has been a tactic in the past. Interestingly, Jonathan Ross worked for CBP during that time as well. Maybe old habits die hard.
This report also seems to be the impetus for the current DOJ guidelines.

My guess is that he fires as he is hit and uses 2 to 3 shots as the car moves. So it’s likely his last shots are from the side of the car.
Well, the vids already released essentially showed the shooting, albeit not clearly.

That is normally the case, but we aren’t in normal times. If the feds are the only ones with access to this video, it’s never coming out. Even if there is a court order to hand it over to state authorities.
He’s in front of the car when she starts moving and you can hear the audio which sounds like he’s hit. So your statement of certainty is also a guess. I have no horse in this race beyond general support for LEO’s. General support is a far cry from full support but the vitriol expressed by some people in this thread seems to be based on emotional dislike of LEO’s.
I think this video should be shown sooner than later to show what happened and let justice take it’s course.

I don’t think there is a Federal ownership of evidence. The State can still run an investigation. That would mean doing their own interviews and gathering evidence. It does not mean mutual cooperation.
We will see new evidence made public by the people who choose to do so directly and by State and Federal agencies as they do so without compromising their investigation. If there is reason for a court case then the evidence can’t be contaminated by the court of public opinion.

that presumes the first shot hit her or she was ducking. Multiple shots were fired and it’s possible she was hit from the side. I could be wrong but I believe police are trained to use multiple taps.
The reason behind multiple taps is that a single hit may not stop the person and an office may miss the person. The grouping of shots evolved after the shooting Amadou Diallo in 1999.. At the time the training on a shooting range didn’t focus on a limited number of shots so when it happened in a real life situation they repeated what was done on the range.

Yes we know she was fired at from the driver’s side of the vehicle when Ross was no longer in danger of being “run over” so those shot CAN NOT BE IN SELF DEFENSE.
No, it absolutely does not show that. it’s a hole in the windshield. He could have been standing on the passenger side of the car and made that shot. There may be ballistics that comes out that shows entry angle but we don’t have that yet.
He very well may have shot her from the side of the car in a grouped shot. As I talked about earlier there isn’t a wait and assess period in a shooting event. It’s a highly stressful situation. In a shooting event it’s going to fall back on training. Clearly he limited how many rounds were fired.
