If the local police were to claim that ICE backed down because of the phone call, the backer-downer might be fired, or at least ordered to never do that again. Local police who want to minimize the damage to their community have to speak carefully.

The second quote reflects another hijack - while they were taken from Minnesota, and may at some level vaguely contributed to the ongoing protests, this arrest happened two weeks after the shooting.
