Nope He was 9 at the time so unless Canada has changed significantly since then, I doubt he was working the drive-in in 1969. He said himself it was a song about long teenage/young adulthood summers spent fucking the time away.

I think you’re reading a lot more into the song than is meant to be there. It’s not a biography. “Summer of '69” just sounds better than “Summer of '77.”
