The Dems dont really want the list.
You really didn’t read that article, did you? The Republican bill is not associated with the no-fly list. Democratic members of Congress are opposing it because it only gives the government three days to make its case (and because it doesn’t use the no-fly list).
Than again most who are OK with using the no-fly list to prevent Americans on the list from buying guns would also be ok with using the phone book for the same purpose…
