It really ought to be Nixon, but since he’s not getting much traction, I’ll vote for Harding too. Out of his depth and unwilling to stop his cronies from looting the government.

Fillmore. Come on, this time has got to be it for ol’ Millard.
Rutherford B. Hayes. It’s a bit more understandable to act like a political eunuch to stave off a war (Fillmore) than to abdicate said cojones when the war is won. By knuckling under to southern pressure to abandon Reconstruction, Rutherford B. Hayes sold American society down the river. The effects are still being felt today.
Abandoning Madison for now in favor of Nixon. You can’t convince me that 4 of the worst 5 in history were all within 2 decades of the Civil War.
Okay, I’ll go with Hayes then. I’m pretty well-read, devouring encyclopedias as a child (and now, Wikipedia), but frankly a lot of the pre 1900 presidents are almost complete mysteries to me.

Nixon, hands down. The man did more than any other President to undermine the Constitution, obstruct justice and subvert an election. To say nothing of invading Cambodia, drafting enemies’ lists, drinking too much during a global crisis (BBC NEWS | Americas | Nixon 'too drunk' for Cold War crisis chat) and being paranoid beyond belief.

Reagan. He started the “yes there is a free lunch and we’re going to eat it” philosophy that has had the Republicans in its grip for a generation. Irresponsible tax cuts and military adventurism both have Saint Ronnie as their father.
