The process by which distilleries convert from making liquor to making alcoholic hand sanitizer

I’m curious- why’s the distillery ethanol recipe so high (80%), when the commercial stuff is just 60% ethanol? Seems to me like they’re deliberately trying to cut out the distilleries from making sanitizer by setting the bar higher than most stills can handle.

I’m not a doctor so I won’t claim to know why. Here is the the FDA’s latest guidance for distillers and here is the WHO guideline for the production of hand sanitizer. They are both basically the same. I guess my question is about the effectiveness of sanitizer between 60 and 80% it seems like it would work but be non surgical quality or that the WHO questions the ability of non medical producers to not screw up and wants the higher guideline to ensure the minimum is met. In either case I’d be concerned about why the people who are doing it their own way thought they were qualified to make a decision.

I just double-checked, and my big bottle (bought long before the current situation) is 70%.
