Because if someone who “doesn’t even have any respect for the law” does not fall under the protection of the law, then anyone who wishes to ignore the law can simply slap that label on you. It’s a very old trick; create such a label, like “enemy of the state” or “unlawful enemy combatant” and suddenly they have no rights.

What became of the OP’s Act however ? Is it in the books now or what ?

AFAIK it is still just a proposal. The latest news I can find on it is a brief mention in this article about the trial:

I’ve never seen anything about it passing any vote, not even a committee vote.

ETA: The thing that’s really funny about the proposed act is that it wouldn’t protect Mr. Ersland’s actions. The videotape shows that he was no longer protecting himself or anyone else, he was executing someone.
