The Independent reckons May is afraid to face a confidence vote in government,

The mere fact that these Brexit votes aren’t all matters of confidence continues to blow my mind. I know, I know, the fixed elections legislation blah blah. Still. Utterly ridiculous that an issue as critical to this isn’t automatically a matter of confidence.

I know. It just makes no sense to me. The Tories should have been out on their ears as soon as the Withdrawal Agreement was defeated the first time.

But the two are connected. Since a defeat on this measure wasn’t a confidence measure, party discipline is destroyed, and May can’t count on support from anyone. If the Agreement had been a confidence measure, it would have forced Tory MPs either to vote for it, or accept the consequence of defeating the government and going to the polls.

Instead, the hard-line Brexiteers and the Remainers in the Tory party can both vote against the Agreement, knowing there are no consequences.

The change to the confidence rule has contributed to the political stalemate.

David Cameron has much to answer for.
