Record, the person who wrote it was simply a visiting professor at the time. His opinion of the war is not an official stance of the war college, though of course he is free to say or write whatever he likes. The War College is pretty close and the report and the reactions to it figured pretty prominently in the local news for a while. I think I can say that his represents the minority viewpoint. He makes some interesting and controversial arguments, and I think that’s a good thing. For example, he suggests that a certain level of terrorism is inevitable in today’s global environment. And, we need to recognize it as such rather than trying fruitlessly to eradicate it. He also wrote a highly critical essay on the war in Iraq and another similarly critical report on Vietnam. Record’s field is Strategic Studies. I am under the impression that his is a minority and dissenting viewpoint to the opinion of the War College faculty in general.
