No, it means you don’t know what you’re talking about. If you search YouTube for “tv euskera” you can see and hear examples of content broadcast locally in Basque. I’ve been there and I have friends from there, and the Basque people in cities and villages speak Basque (and Spanish and maybe French, English and other languages). ---

Again, experiences vary. Also basque is overall a definitely endangered language. Vulnerable in Spain, severely endangered in France, overall definitely endangered ---
