Not really. He can just say what his party has held as gospel since the reign of St. Ronald, that Republican programs will somehow create growth that will pay for itself. Trump also has the option of saying he’ll cut a deal with somebody somehow and pay for it that way. Fiscal responsibility is always the other guys’ problem, for them. ---
