The Three-Fifths Compromise

In John P. Roche’s “The Founding Fathers: A Reform Caucus in Action” he states that the formula was “drawn from the past – it was a formula of Madison’s utilized by Congress in 1783 to establish the basis of state contributions to the Confederation treasury.”

Of course, this begs the question of why three-fifths to a different subject – state contributions to the national government.
