So if Trump goes with the emergency declaration thing, he needs to re-allocate money that’s already approved for the DoD, correct? Has there been any speculation on who/what will lose out? ---

Trump is going to announce that he will use an executive order to declare the Reichstag Fire a National Emergency, and will henceforth assume all powers, according to Article 48 of the Weimar Constitution. ---
