The difference, IMO, is this:

- The toadies will happily follow whatever Trump tells them to do, and praise him for his brilliance.
- The manipulators will convince Trump to adopt and support their personal agendas, and then praise him for his brilliance in doing so, telling him that it was his idea all along.

The latter are even more dangerous.
