Well, that …plus physics. Venezuelan crude is too sour to store in the SPR for later extraction. There’s no chance any of it would ever be put in our reserves unless we actively wanted to sabotage our reserves. And the “deal” as it currently stands is for oil companies to have the right to buy (or extract with a cut going to Venezuela) a guaranteed amount from Venezuela and for the US to potentially buy some of that from those oil companies at cost. And that’s not exactly a bargain for the American taxpayer. Basically, as usual, he’s just making a lot of shit up and the “deal” is no such thing even if it happens (except the part where he grifts as much as possible). ---
