The requirement falls under an initiative called FORTRESS, short for Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability.
>
> Defense Secretary Pete Hegseth [unveiled FORTRESS in his Sept. 30 “State of the Force” address](https://www.airandspaceforces.com/hegseth-drones-autonomous-warfare-command-state-of-the-force/). A [follow-up memo](https://defensescoop.com/2026/10/07/pentagon-memo-operationalize-fortress-america-program-office/) laid out plans for a dedicated program office. The 90-day standard goes further than that original goal, extending self-sufficiency beyond electricity to water, fuel and communications.
>
> The plan envisions portable nuclear reactors, large-scale battery storage and microgrids that can disconnect bases from civilian power networks. The Army has already moved in that direction: In August it [announced up to $2.2 billion in awards to build nuclear microreactors at five bases](https://abcnews.com/US/wireStory/army-spend-2b-build-nuclear-microreactors-5-bases-135985595), including Fort Bragg and Fort Hood.

FORTRESS? I couldn’t come up with a good backronym to more accurately describe this insanity. Have a go if you can.

And the skeptic/realist in me can’t help but think this has moret than a little to do with the disaster the felon has turned the global oil supply into.

Not being familiar with the phrase “lean beef trimmings” I looked it up.

I see increasing quantity certainly means decreasing quality: the product is apparently mechanically recovered meat.

Yes, that pink-dyed sludge made of scraps of meat and related tissues and squeezed into sausage shapes. Yes, that disgusting product that was responsible for the spread of Bovine Spongiform Encephalopathy (leading to the outbreak of Creutzfeldt-Jakob disease or “Mad Cow” disease in humans) in the UK, and - at least according to the US Department of Agriculture (via Wikipedia):

> [@](#):

> Due to FSIS regulations enacted in 2004 to protect consumers against bovine spongiform encephalopathy, mechanically separated beef is considered inedible and is prohibited for use as human food. It is not permitted in hot dogs or any other processed product.

Sounds like a great solution to unaffordable beef: just grind up carcases and sell those. Hegseth must be delighted.
