“Mail order brides” as commonly perceived by the public are illegal in most countries (dunno about soviet bloc). There is no mechanism by which someone from most of the world can just stroll in for a wedding without going through a K Visa of some kind.

In the Philippines for example in person “Introduction services” where foreign nationals pay to go to big fancy parties to meet available women are illegal but fairly common and rarely prosecuted.
