Back in the Good Old Days when I was a moderator, you couldn’t ban anyone. You had to convince an admin to do the banning.
Otherwise I would have banned simply EVERYONE. And sat atop the heap of corpses, sucking on the bones and smacking my lips.

From my experience with old threads I think it would be harder to find one with any reasonable number of participants where no-one is banned.
