When I make a filter it is either listed as a filter under my email account or under Local Filters. How can move filters back and forth from these categories?

Not sure I understand but…

When you choose Tools =\> Message filters, take note of what is selected in the left pane. That will indicate the location of the filter.

Also, look at the top of the Message Filter dialog box. It will indicate which category the filter applies to.
