The Ents may have been an element that just popped up, like Strider. But he does explicitly state somewhere that he foresaw the scouring from the beginning, so it wasn’t just tacked on.
The thing about the Scouring is that it’s the one part of this whole soaring, high-fantasy, cosmically important journey that brings it all back to your basic English village and therefore back to the expected reader.
