He had to cross double solid yellow lines to pass you so, yeah, he was wrong.

Not only was the other car legally wrong, he was an asshole.

The smallest standard lots in my city have a 50 foot street frontage, so two houses ahead would be at least 100 feet.

The best answer is, of course, it depends on the traffic laws in the jurisdiction where it happened. Either your local municipality or your state, should have laws regarding how, when, and where you can cross into an oncoming lane of traffic to pass a car. And I’d bet dollars to donuts that none of them allow it when a car is turning left.

I recently bought a dashcam and have found myself in a YouTube rabbit hole of dashcam videos, and there’s one thing I’ve learned from watching them, the person at fault always lies. So while they would be at fault in this scenario, what really matters is the scenario they convince the insurance company happened.

They might try and convince their insurance that you backed out in front of them.

I’ve had this happen turning into my alley while riding my bicycle. This is on a quiet side street. Ride in the lane, left arm out, car roars by me on the left. Pisses me off and scares me.
