how to transfer files from a macbook to laptop running windows 7 (have belkin ez transfer cable)?

Just network them both and use file sharing.

Or simply use a standard USB memory stick. Or Dropbox.

If you’re only doing it once, USB memory sticks. If you need to do this regularly, set up file sharing over a network.

Or burn a CD. Or pretty much any other method you’d use for moving files around-- Nowadays almost all of them work for Mac and PC alike.
