With a high-powered bolt-action rifle (my guess is either a .270 or 30.06) from a prone supported position, assuming a half-way decent sighted-in scope, a shot into body mass at 200 yds is trivial for anyone with reasonable experience. It’s not a miracle shot. Frankly, my assumption is the shooter missed his target either high (aiming for center mass) or low (aiming for a head shot), he just did so in a way that a hunter would - not ON target, but close enough. ---

It should also be noted that the reporting on the rifle is pathetic. If it was a Mauser action, then it had an internal magazine. 5 rounds, probably. It is in no way a “single shot” rifle except to a particularly brainless reporter. ---

Out of morbid curiosity, is there any evidence that the shot happened moments after Kirk was asked about shootings? Or was it coincidence? (my guess is they cannot know till they catch the person and learn how it all played out…just seems weird timing if chance). ---
