That has nothing to do with it. Frame rate is different than shutter speed. You’ll get as many frames per second (with any press camera I could think of) at 1/250 sec as 1/2000 sec. You don’t get 4000 fps because you’re shooting 1/4000 sec. (Sorry, I don’t want to get too far afield here, but I explained above to a relevant question why such a shutter speed should be used, and it doesn’t have to do with taking lots of photos.) ---

The NY Post claims to have identified the shooter. A 20 year old white male. They have a historical credibility problem though. I’m seeing that Crooks’ father might also be named Thomas Crooks, so it’s possible the donation was from dad and not son. Such a minimal amount, and on the day Biden took office no less, is very odd, though. Crooks the shooter would’ve been 16 - are minors allowed to make political donations? ---

Also, I don’t think it’d be that weird to flip political affiliation. I was a devout Republican when I was 16. I was a full-fledged liberal when I was 20. ---
