Civil Service employees are not- nor ever have been- loyal to any administration, They are loyal to the Constitution, their paycheck and their retirement, not necessarily in that order.

Now, this increase in ICE is not needed, and i agree it is too much. But they are selected for being racist, and in fact racists would be terminated.

Conspiracy-minded paranoids would work as well. I’ve personally encountered one such civil servant.
