I saw a video showing three guys on the top of the scaffolding, three or four guys, one on each level of the scaffolding, and three guys on the ground. It’s much more efficient if you spread the work out over ten guys. ---

How efficient is it to build the scaffolding then step away from it? This is a case of nobody doing the job, not too many people doing the job. ---

I am no scaffolding expert, but a couple times I’ve been involved in a project that required scaffolding to be set up, the crew that delivers and assembles it all is not the same team that actually does whatever work. ---

Are the people on the scafolding armed? All you need is one man lift. This is a delaying tactic for sure.
