The crowd is obviously surprised and disappointed for some reason and the only explanation is that the kid didn’t get the hat. Trump does the right thing and gets another hat (I assume from a staffer or other adult who is giving up their hat for the kid) and throws it with more care. Then he holds up the pen and asks what everyone thinks is “whose hat?” but I assume he’s saying “whose that [pen belong to]?” ---
