Well, I sort of think of “normal” as a range of about +/- 2 inches. If they are two inches or less off average height, I wouldn’t really call someone short. In which case countries like France, Portugal, Turkey, Spain, and Brazil qualify.

If he needs an average height of 5’ 6’’ or less, I guess Cuba, India, Indonesia and the Philippines are where he needs to be.
