A few rushed weeks of behind-closed-doors drafting and meetings deliberately excluding all Democrats, followed by 11 hours of scheduled hearings before the vote = somehow an improvement.
And when questioned about their ham-fisted approach to legislation, their answer is that they didn’t like it when Democrats did it to them. Except as you noted, Democrats did the process in the open, taking testimony from affected groups and offering Republicans many chances to make amendments. But Republicans, as they decided on Jan 20, 2009, were not going to cooperate with Obama on anything, no matter how great or small.
