It’s established early in the series that Barney and Andy are cousins. It doesn’t get a lot of play as the show goes on, and I think that whole thing was eventually dropped altogether, but it would go a long way toward explaining how Barney can keep his job. Even so, one would expect that the mayor or town council or someone influential would have enough juice to force him out if they felt strongly enough about it. The real saving grace for him is probably that there’s no significant amount of truly important stuff for a deputy to do, day to day, in Mayberry.

Everyone likes Barney and being Deputy gives him a sense of purpose and keeps him out of trouble so why rock the boat?

This ones’ a bit obscure but the premise is that teacher John Martin drank from the fountain of youth and so sometimes turns into a boy who is enrolled in his class. Which means that either the teacher isn’t doing his job half the time or the boy is truant half the time. In either case there is no way this could be sustainable.

He’s one of the best in the world at speech-writing, but has a real attitude problem. Eventually, he does get fired for leaking classified information about the military Space Shuttle. Bartlet ultimately pardons him from prosecution on the way out the door, though.
