I am guessing they didn’t even try to exit the vehicle. I think their mindset was, “We are stuck in the van, and we need someone to come and get us out.” A mindset with fatal consequences, unfortunately.
Everybody should have a life hammer in their car. Dr Oz, and the Mythbusters have demonstrated it. The pointed tip shatters the side window glass very easily. Theres also a razor cutter for the seatbelt.
There are also keychain-sized ones that you can affix to your keychain, hang off the dash in some fashion, etc., in case you worry that a bigger tool might be inconvenient to find on your car’s floor/in the glove compartment after your car has plunged into water. (They could be helpful if you arrive on a similar scene, though.)
If you find yourself in the lake without any special window breaking tools, a screwdriver, knife or anything hard and pointy will usually break glass pretty easily.
Even your car keys?

I would guess that their car floated for quite a long time. Odd that it was found 175 feet from the ramp. I heard it was a mini-van?
Lucas once made a car vac.
It was the only thing they ever made that didn’t suck.

If Lucas made rifles wars wouldn’t start either.
Jaguar once tried to diversify by building color TVs.
They abandoned the project when they could not get the TV to leak oil.
I’m not sure they’d be pointy enough but I’d try them if that’s all I had. I’d probably hold them with one hand, put a key against the glass then hit my hand with my other hand as hard as I could.
