We haven’t recovered from Obama’s lackadaisical attitude toward the Russians. He mocked Romney for claiming that the Russians were a threat and then allowed them to interfere with the 2016 elections while doing nothing to stop it.
I think Trump’s attitude towards Russia is far from lackadaisical. More like absolute hero worship and enabling.
He certainly has done nothing to fix the “damage” Obama supposedly did.

At the time he said it, Russia wasn’t quite recognized as the foe it ultimately became. There were still efforts to remain diplomatic in 2012; it wasn’t until later that the relationship deteriorated - most notably after the Magnitsky Act, which Obama signed into law, in late 2012, after the election. That was the breaking point from Putin’s point of view.
