Thanks Handy. I found that as well. And this does not seem to be the source of my problem.
My Video card is nvidia riva tnt2 pro.
My sound card is a Creative SB Live!
You might try the Automatic Skip Driver. Type “asd” on the Start>Run line.

Re SFC:
Be careful with it. IME, it has a tendency to undo intentional changes (like patches and updates) as well.
Remove your network and sound drivers.
Change the video back to VGA.
Some programs may not show up in the Startup folder, because they’re in the Registry. Look under HKLM and HKCU/Software/Microsoft/Windows/CurrentVersion/Run to see if there are any goofy programs.
ASD reports:
There are no current ASD critical operation failures on this machine.
The only thing that looks somewhat suspicious to me is:
C:\WINDOWS\wt\updater\wcmdmgrl.exe -launch.
That’s the Wild Tangent updater. (Oooo look 3d games from the web!)
Remove it for now, see if it changes anything.
Welp, one more thing seems to be in common between us suffering this problem: Creative Labs Sounds Blaster Live!. I’ve got the Live! Value card, and am trying reinstalling the drivers for it right now. Anyone else that has had this problem, what, if any sound card have you got installed?

Do you have a network card installed? If so, is it sharing an IRQ with another hardware device?
I have a 3-Com card installed. Going through the SYSTEMS portion of the control panel, the resource tab of the properties for my card reports no conflicts. It is using IRQ 11.
I removed the Wild Tangent updater, this did not help.
I have downloaded the current sound blaster drivers and installed them, that did not help. I am now downloading the video card drivers.
Interesting…going through each device, I find that the display adaptor also wants IRQ 11. I tried to change it, first for the display adaptor, then for the 3-com card. Neither will allow me to change it. I am now downloading the new display drivers, just to see if that helps (and I was in the middle of doing so anyway.) However, given that it might now help, is there a way to change this resource?
Hmm… i’m willing to bet that the irq sharing between your vid card and the 3com card is the problem. Some cards don’t do well with this. Try moving the 3com card to a different PCI slot and switch off the Plug-and-Play option in your BIOS. That should get the 3com on a different IRQ.
I had this exact same problem. The Windows desktop would appear, but no taskbar or icons. I fixed it by restoring a backup copy of my registry.
Try booting up into the DOS prompt, then type ‘Scanreg /RESTORE’ Windows will show you the last 5 registries it backed up during a successful boot. Pick the most recent one and restore it. Then shut down and reboot.
Although I reported this once before and looked foolish when I was wrong, I believe that the problem has finally been fixed. It seems that installing the latest drivers for the video card fixed the problem.
Thanks to all who responded! This has been going on for a few months, but I have been too lazy to address it. However, it was VERY annoying and having it fixed now is one less annoyance.
