1983 - Return of the Jedi (episode VI) [pre-release the title was Revenge of the Jedi]
then a loooong gap until the crappy prequel episodes I-III.

The examples you give aren’t really to sequence numbers. In the case of the Musketeers, the Three Musketeers are Athos, Porthos, and Aramis. d’Artagnan is just a wannabee. At the end of the movie he is made a real Musketeer and so in the next movie there are four. If you want to follow the Musketeer’s stories to there end you have to continue with “Twenty Years After”, “The Vicomte of Bragelonne: Ten Years Later”, and “The Man In The Iron Mask” (and yes, the "Ten Years Later story follows the Twenty Years After one).
In the Ocean’s movies, that is the number of people in “the gang”. Well, okay, convenient that for each new movie they added one person.
And in the Dalmations movies, well if you don’t get the little suckers neutered or spayed your bound to end up with more. Besides, I have read you can’t make a decent coat without at least 130 of the little buggers.
Now, you want weird numbering, think “Star Wars”. There they even changed the numbering of the originals.
I still say that Episode 4 numbered first.
How did they change them? While Star Wars had no number on its opening scroll, Empire Strikes Back had 5(V) and Return of the Jedi had 6(VI) in their opening scrolls from the beginning. Well before it was a sure thing George would make the prequels.
Second. It got its “IV” on their April 10, 1981, 11 months after Empire Strikes Back came out.

You are probably correct about the opening story line. I don’t remember when I first saw them. I do remember that the theater marquee and posters didn’t make mention of the numbering. I would pass it several times a week between classes and a favorite watering hole. I didn’t think the whole numbering scheme came about until their re-release prior to the prequels.
