The Federal government has nether the authority nor the means to order a “lockdown”.
Locally for me (SF Bay Area) most counties are requesting shelter in place protocols- these have happened before for refinery incidents and wildfire smoke. They usually last some hours. Trying to shut down all activity is a cure worse than the problem after a point.
Food, medicine, grocery store employees, gas, and DSW folks are encouraged to go to work, a is anyone who needs or wants to get meds, etc. How would that be policed by a national level anything?
Obviously anything will be porous- I work for a utility; the lights have to stay on, faucets and drains still work. Supporting infrastructure for that has to be available, like gas stations. There has been several emails each day from managers and departments with poorly thought out advice and directives, plus one delinating essential personnel, those who may telecommute, and those who can stay home because they aren’t essential. (That may be a blow to some panicked HR and Payroll pukes, haha.)
Mayor Breed (SF) isn’t worried about small businesses (in a PBS interview), but the City has changed the pot dispensaries to the ‘essential’ category. Some businesses ARE being told to close (a misdemeanor), but I would question the legality of most of those.
