Utility Line "Eye Twirlers" at Chicago Fests?

While attending many of Chicago’s street fests over the past few summers, I have noticed countless postcard shaped objects, many with an “eye” image printed on them, dangling from utility wires. I have also seen a few printed with the words, “Look Up”. What’s the story behind these?

WAG: Could they have something to do with the Look Up and Live (.pdf!) campaign for overhead power line safety? (Google cached html version)

You might call the Chicago power company (Commonwealth Edison, a division of Exelon) 1-800-Edison-1 (1-800-334-7661) to ask.
A news release from just over a year ago included, under the “outdoor safety” section the slogan “Look up, stay away, stay alive,” so maybe they were part of that year’s safety promotion.
