While attending many of Chicago’s street fests over the past few summers, I have noticed countless postcard shaped objects, many with an “eye” image printed on them, dangling from utility wires. I have also seen a few printed with the words, “Look Up”. What’s the story behind these?

A news release from just over a year ago included, under the “outdoor safety” section the slogan “Look up, stay away, stay alive,” so maybe they were part of that year’s safety promotion.
