Suppose I wanted to know what vehicles or other items have been purchased by my local police department. Would this information be readily avaliable or avaliable with a state FOIA request? ---

It’s going to depend on your state and/or local laws. Here in Oregon, State Procurement records are open to the public, but not necessarily local.
