You only need one, and you can get into the sewers by giving the woman in the Temple of the Servants of the Mushroom Cloud the real Bloodstaff from the Servants of Blood in Needles (whether or not you gave it to the priest of the Needles Mushroom Cloud Church first).

I would always forget that stepping on the square directly in front of Charmaine causes her and everyone else in the room to attack and I’d have to kill them all, so I always needed the sonic key.
