Water/hydrogen Power for real this time?

This is the second time I’ve seen this on the boards so I looked around a little for someone that gives a reasonable explanaition.Towards the bottom of this page is a pdf on Brown’s Gas

Basically, it sounds like its just electrolyzed hydrogen and oxygen in their diatomic forms. There is nothing amazing about this at all.
