Is the result that your coasts stop being a polluted mess, the fisheries and reefs recover, and the economy booms because managed extraction of resources is, in the long term, leaps and bounds better than an unmanaged free for all that inevitably leads to environmental collapse and nobody making money? See also: cod fishing, whaling, etc
