The US is already responsible for more than 48% of global military expenditure ([cite](http://www.globalsecurity.org/military/world/spending.htm)). Presumably Generalissimo Bush wants to get this up above 50%, so that the US will spend more on its military that all other countries combined. (And, personally, I don’t think even that is going to be enough to “win” the war in Iraq at tis stage.) ---
