Murder, as you rightly imply, is a legal judgement that the taking of a human life is illegal.
Since the taking of these lives was not illegal, the answer is, “No.”
And that, of course is your opinion but that does not settle it for the rest of us who think it may have been illegal.
Care to explain why he has no limits in deciding this? Or what are the limits? Could they have been shot after they surrendered? I do not think the US president has any authority to order the commission of a crime and the military are not obligated to follow unlawful orders. The OP proposes and I agree that there is a distinct possibility that the killing was not a necessity of a war operation and therefore maybe a crime.
